The New Hartford CSD administration works to develop a budget that supports the district’s vision and provides for the needs of all students while maintaining the fiscal responsibility owed to the community at large.

Each spring the Board of Education adopts a school budget proposal for the coming school year to be put up for a community vote. In New York state, school district budget votes take place on the third Tuesday in May.

Voting Information

Voter Eligibility

By law, all voters must be:

  • 18 years of age or older
  • A United States citizen
  • Registered to vote
  • A resident of New Hartford Central School District for 30 days or more

Voters who are registered to vote with the Oneida County or Herkimer County Board of Elections and are residents of the district will be allowed to vote in New Hartford school elections without registering.

Proof of residency (such as a driver’s license) may be required at the time you vote.

Voter Registration

District residents who wish to vote and are not currently registered with the Oneida County or Herkimer County Board of Elections may register at 33 Oxford Road, New Hartford on the following dates:

  • Thursday, May 9, 2024
    3 p.m. to 7 p.m. – Senior High School Library
  • Saturday, May 11, 2024
    9 a.m. to 1 p.m. – Bradley Elementary Lobby
  • Tuesday, May 14, 2024
    3 p.m. to 7 p.m. – Senior High School Lobby

Proof of residency is required. A driver’s license is acceptable. For more information, please call the District Clerk’s Office at 315-624-1218.

Absentee Ballots

Any resident who is an eligible voter who will be out of town on that date or unable to get to the polls can submit an application to vote by absentee ballot.

The following are valid reasons for eligible voters to apply for an absentee ballot. If you are:

  • A patient in the hospital or unable to appear personally at the polling place because of illness;
  • Required by duties, studies, occupation or business to be outside of the county on the vote date. A brief description of such duties, studies, occupation or business that requires such absence would need to be provided on the ballot application;
  • On vacation outside of the county;
  • Detained in jail awaiting grand jury action;
  • Confined in prison after conviction of an offense other than a felony;
  • Detained in jail awaiting trial, and
  • Accompanying a spouse, parent or child outside of the county on the vote date.

Early Mail Voting

The new Early Mail Voter Act, effective Jan. 1, 2024, allows for early voting via mail without being required to have a reason.

How to Apply

Residents who wish to vote by absentee ballot or early mail voting must submit an application. Applications should be requested by mail from the District Clerk, Kim Schweitzer:

Requests for an early mail voting application should be mailed no earlier than April 22, 2024.

Completed applications must be received by the District Clerk at least seven days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be picked up by the voter. The completed ballot must be received by 5 p.m. on the day of the vote.

School Tax Payment

For the 2023-2024 school tax collection, the New Hartford Central School District will again be offering an online payment option in addition to traditional mail-in payments.

The district does not accept in-person payments. The district will accept credit card and eCheck (electronic check) payments online at egov.basgov.com/newhartfordcentralschool.

For eCheck (electronic check) payments of up to $50,000, a fee of $1.80 will be applied; and for eCheck payments of up to $75,000, a fee of $3.00 will be applied.

For all credit card (MasterCard, Visa, Discover, American Express, etc.) payments, a fee of 2.50% of the tax payment amount will be applied. For Debit Card payments, a flat fee of $4.00 will be applied.

All fees stated above will be incurred by the taxpayer.

In addition, taxpayers will have the option to print a receipt for their records once their online payment has been submitted via the website.

The district will also continue to accept mail-in payments made to its M&T Bank lockbox in Buffalo. Mail-in payments should be addressed to New Hartford Central School District PO Box 910, Buffalo NY, 14240.

STAR

New York State’s School Tax Relief Program, also known as STAR, provides partial school property tax savings to eligible homeowners.

Most New Yorkers who own and live in their homes are eligible for STAR savings on their primary residences. Because the STAR program is not a district program, a taxpayer’s STAR savings are not factored into a school budget.
